JVP Nation Building Program

The short term 'Nation Building Program' introduced by the Janatha Vimukthi Peramuna in view of the December 5 Parliamentary elections features prominently the importance of preserving the territorial integrity, finding a swift solution to the ongoing war, and developing the economy through private and public sector participation among numerous other topics.

The JVP's 'Nation building Program' was presented to religious leaders, academics, and scores of other reputed artistes from a diverse field last Tuesday at the Sri Lanka Foundation Institute by the JVP political committee.

The JVP 'Nation Building Program' in a nutshell is as follows.

The JVP stand on Ethnic Problem/Constitution

The JVP is geared to finding a swift and a long lasting solution to the North East crisis through a democratic process based on equality, that will eliminate all forms of discrimination, particularly discrimination on racial grounds.

The JVP will hold talks with the LTTE, or any other separatist groups, but under three conditions.

* Give up the demand for a separate state.

* Suspend war activities, training and any war related exercises during peace talks.

* Establish a definite time frame to hand over weapons. The conditions are applicable either to a JVP government or a JVP partnered coalition.

Territorial integrity and national independence will be maintained.

Economy/Employment

* Develop both the state and private sectors through the establishment of consultant bodies comprising experienced individuals and experts of the relevant fields. Local industrialists and businessmen will be offered various incentives by the JVP.

The rapid development process will be further enhanced and expanded through the appointment of a Parliament Select Committee representing all the political parties.

* Appointments, promotions, and transfers in the public sector will be totally apolitical.

International Labour Laws will be adopted and the rights of all workers will be recognised and respected sans any prejudicism.

Education/Higher Education

* A sustainable educational programme will be introduced and the quality of the universities will be enhanced.

A special body, comprising university lecturers and intellectuals will be established for the purpose.

Information Technology and Computer Science will also be given priority. History and Literature will be reintroduced to the school syllabus.

Foreign policy

* The existing foreign policy practised for the past 53 years by the UNP and the SLFP will be reviewed and totally revamped in a manner that will enhance Sri Lanka's reputation in the International arena.

All Sri Lankan embassies will come directly under a JVP administered government.

Agriculture And Other Industries of Fisheries, Water, Lands Irrigation Apparel and Tourism Etc.

* The JVP will strive to establish new fisheries harbours in addition to several other incentives lined-up to be given to the fishing community by way of fuel etc.

The existing policies of the UNP and the SLFP with regard to the distribution of lands will be scrapped and new reforms introduced. New concepts will be introduced to reinvigorate the local industrial sector through the resources available in the country.

Steps will be taken to form a high level education institute to train prospective tourist guides in addition to a thorough course in hotel management.

Sports and Youth Affairs

* A national sports policy will be introduced to give equal prominence to all sports in the country.

No sport which has the capacity to bring fame and glory to the country in the International arena will be allowed to stagnate and languish in the future.

A new national sports training centre will be established forthwith while no room will be left for politicians of the ruling party to head sports bodies.

All the existing constitutions of all the national sports bodies will be totally overhauled.

Arts and Culture

* JVP will establish an International level Cinema training school where the country's budding actors and actresses can aspire to bring fame to the Motherland.

New cultural centres will be established countrywide at a rural level whereby the cultural identities of the Sinhala, Tamil and Muslim communities will be maintained and respected.

Funds will be provided to artistes to introduce new creations by way of films, stage dramas, tele dramas, songs etc.
