Chief Secretary, North East Provincial Council G. Kirushnamurthi who is also the Chairman of the Provincial Planning Committee at its last meeting held at the Provincial Health Ministry auditorium stressed the need of preparing a consolidated annual development provincial plan including the programmes of Central and Provincial departments, special projects and non-governmental organisations to obtain information to avoid duplication and overlapping and ensure transparency.

Appreciating the consolidated annual district implementation programmes prepared by the Government Agents of Vauniya, Mannar, Ampara and Jaffna districts Mr. Kirushnamurthi requested all Government Agents in the province to have a monthly combined meeting of relevant government officials and representatives of non governmental organisations to monitor and support the programmes of non governmental organisations as funds come from NGOs for rehabilitation and development.

He also requested government agents and divisional secretaries to obtain information of foreign remittances received by temples, schools and Rural Development Societies.

Director Budget S. Krishnanandan pointed out that of the total allocation of Rs. 316m intimated to the North East Provincial Council, only 50 percent imprest was received upto the end of the year. Though there was an agreement to release further Rs. 50 to 100 million imprest has not been received.

As there are different approaches by different non governmental organisations and international organisations it was decided to have a common concept and strategy for NEPC. The North East Irrigated Agricultural Project (NEIAP), North East Community Restoration and Development Project (NECORD) and the Integrated Food Security Program were prepared to contribute towards this common goal.

Deputy Chief Secretary, Planning V.S. Swaaminathan informed the Committee that the NECORD has agreed to sponsor a workshop and action is being taken by him to organise a workshop where government officials, representatives of International NGOs and special project officials will participate. On the findings of the workshop a common concept and strategy will be formulated on social mobilization.

Chairman Kirushnamurthi mentioned that he (as Chief Secretary NEPC) has written to the Director, External Resources to include and gazette the North East Provincial Council under the urbanization programme with foreign assistance.
