The constitutional council by S. S. Wijeratne On September 25, 2001 the Parliament adopted the 17th Amendment to the
Constitution with more votes than the requisite 2/3rds majority. Prior to
that on September 21, 2001, the Chief Justice conveyed to the Speaker of
Supreme Court's determination under the provision of Article 123 of the
Constitution Stature inter alia that there was no provision in the bill
which requires approval of the people at a referendum in terms of Article
