For almost two decades, we have been facing periodic power and energy shortages as a result of the electrical power generating capacity not increasing sufficiently to catch up with the increasing demand, with the situation further compounded by drought periods. Emergency measures at high cost were taken to overcome each crisis, and the problem forgotten until the next crisis occurred.
