by Trincomalee correspondent The Provincial Project Coordinating Committee of the North East Community Restoration and Development Project (NECORD) held its fifth meeting at Trincomalee. Project Director T. Lankaneson informed the committee that the government of Netherlands has pledged to contribute Rs. 240m for the rehabilitation, reconstruction and reconciliation of the north east province. Of this amount Rs. 172.8m will be spent on a unified assistance scheme and Rs. 67.2m will be utilized for the supply of school furniture. An agreement will be signed soon and funds will be channelled through the North East Provincial Council, NECORD will be implementing the project. Reconstruction of classroom buildings mostly two and three storey buildings for Union College Tellipalai, Thanthai Chelva Primary School, Telipalai, Chithampara College, Velvettithurai, Nelliyady Central College, Methodist Girls High School, Point Pedro, Hartley College, Point College, American Mission College, Uduiddy Udupiddy Girls College, Mahajana College, Telipalai in the Jaffna district were approved. In certain schools the principal's office, science labs and library buildings will also be reconstructed. Reconstruction of school buildings for the following schools in Mullaithivu district was also approved. Iyankankulam GTMS, Thanduvan GTMs, Koolamuruppu GTMS, Mankulam MV, Thurukkai GTMS, Koddaikaddinakulam GTMS, Therankandal GTMS, Naddankandal GTMS, Vannivilankulam GTMS, Pandiyankulam MV, Uduppukulam GTMS, Puthukudiyaruppu MV, Murukananda Vidyalayam, Mulliyawalai school, Arasaretram Vidyalayam, Vallipunam GTMS. Project Director Lankaneson announced that upto now the NECORD project had allowed the District Secretaries to be chairman for tenders below Rs. 5m and all tenders above Rs. 5m were handled by the project management unit. However since there are more problems at district level tenders specially from Jaffna, Kilinochchi and Mullaithivu districts where they have to travel to Trincomalee for every activity such as obtaining bid documents to attend pre-bid meetings to open tenders. In order to avoid these unnecessary travelling it has been agreed to extend the Rs. 5m ceiling to Rs. 10m. Thereafter bids above Rs. 10m will be handled by the Project Management Unit. (PMU) |
