New system to trace ownership of title land deeds

A new system to trace deeds of title land is being initiated with the help of the World Bank. The World Bank has granted Rs. 480 million (five million dollars) to fund the pilot project of the "Title Registration Method". The Ministry of Lands, has completed initial discussions to solve the problems regarding land.

"Finding the ownership of land and obtaining a conclusive report is a expensive and complex process. The public has difficulty interacting with the land market and investing their money in it," Land's Minister Rajitha Senaratne said on Tuesday. The rural population have to spend more of their earnings ensuring their land ownership, thus reducing their funds available for the rural economic development.

The Title Registration Method has been planned with the assistance of the World Bank and implemented by the Land Title Registration and Related Services Project of the Lands Ministry.

This was implemented after an accurate survey of the Land Parcel and through a legal investigation of all rights associated with the Land Parcel.

Location of the land, its boundaries and extent, rights associated with the land are accurately recorded in the Title Register and with this a certificate of title is created and registered.

"This new Title Registration Method is fully secured, highly effective and cost-effective. It will be a window to the social and economic development with the assurance of the Government", the Minister said.

More than 62 percent of the murders in 2000 have been due to the vagueness of the ownership of land and 19,086 cases filed in the courts are related to land disputes.
