All member states were represented together with the SAARC Secretariat. The Heads of State or Government at the 11th SAARC Summit held in Katmandu in January 2002 and the SAARC Council of Ministers at its 23rd Session in Kathmandu in August 2002, mandated the drafting of the Additional Protocol seeking to give effect, at the regional level, to the principal obligations devolving on Member States in terms of Security Council Resolution 1373 (2001), and the UN Convention for the Suppression of Financing of Terrorism directed towards the prevention and suppression of the financing of terrorist acts, through criminalizing of the collection of funds for the purpose of carrying out terrorist acts. Substantial progress was made at the meeting and agreement reached on a majority of the provisions on the draft text proposed by Sri Lanka. The draft will be transmitted for consideration of the SAARC higher bodies, states a Foreign Ministry press release. |
