The Prime Minister's stubborn refusal to work together with the President and even with Parliament, confining himself to a small coterie of friends to advise him on government, has given rise to a situation whence government is run according to the whims of the Prime Minister and one small section of the government, whilst the other sections are expected to applaud and approve policies and acts regarding which their views and advice was never solicited.
