Powers for peace related matters

Commenting on the views expressed by Minister Prof. G.L. Peiris at yesterday's Cabinet briefing, Director General Media of the Presidential Secretariat Janadasa Peiris said according to the Supreme Court Judgement and in terms of the Constitution it is mandatory that the Defence Portfolio is vested with the President.

"It is not possible to transfer to the Prime Minister or any other Minister," he said.

The Prime Minister demands that the Armed Forces and Police be handed over to his charge.

According to the Presidential spokesman, this demand cannot be acceded to as it is against the Constitution.

However, the President has expressed her willingness to establish a Ministry of National Security as held by Lalith Athulathmudali under the J.R. Jayewardene Government.

The President has offered to give this Ministry to the Prime Minister or any other Member of Parliament he nominates, who can closely work with the President, to be in charge of the peace process co-ordinated by the Norwegian facilitators and the Sri Lanka Monitoring Mission.
