In the Eye Opener talk show on the Eye Channel last Thursday, Nihal Sri Amerasekera, Business and Management Consultant and public interest activist, posed a question for Minister G. L. Peiris to answer to the public. Amerasekera said, before the constitutional doctrines of erstwhile Prof.G. L. Peiris are examined, let him first tell the public, as to whether the power and duty pertaining to the subject of finance had been delegated to him in terms of the Constitution by publication in the gazette and as to whether he had constitutional fiat to have functioned as the Deputy Minister of Finance for 5 years?
