Ampara water supply scheme

The Ampara District water supply scheme project for provision of drinking water to Ampara District was identified as a priority activity and designed on a master plan basis by the National Water Supply & Drainage Board with the objective of covering the entire area with pipe borne water, the Ministry of Housing and Plantation Infrastructure said recently.

Since the project was too large and expensive to be implemented in a single phase, both technically and financially, it was split into three phases.

Phase I has already been constructed and is under operation; Phase II under construction and is due for completion; and Phase III is yet to be implemented.

Upon completion of Phase III, out of the 19 Divisional Secretaries Divisions consisting 504 Grama Sevaka divisions and 876 villages 13 will be provided pipe borne water supply. The population of 433,331 will have access to safe drinking water, equivalent to 73.5 per cent of the total district population. The new towns included for this proposal are Bakkiela, Gonagalla, Chadayantalawa, Nivithanveli, Uhana, Malwatte, Bangalawadiya, Chavalakade, Konduwatuwana, Himidurawa, Namal Oya, Inginiyagala, Muwangala, Madana, Periyanneelavena and Damana.

The distribution network in the Phase II of project will be strengthened in Phase III to cater for communities on the periphery of Irakkaman, Akkaraipathu, Addalachenai, Oluvil, Ninthavur, and Marathamunai.

Although the implementation of this project is to be undertaken in three phases, the operation of the three Phases are linked to each other, will be operated and maintained as a single project.

A major portion of the distribution pipe lines under Phase III had already been designed under Phase II, as such Phase III should commence at least during the middle of this year, so that there is a smooth flow of construction work, and the same supervisory trained staff can continue from Phase II to Phase III.

The National Water Supply & Drainage Board has received a proposal from the Australian EFIC to provide funds for the Phase III of this project. The Director General of External Resources has been requested to take follow-up action to procure these funds.
