Security report on all ports handed over to Minister The report on security of all ports in Sri Lanka was handed over to Ports and Aviation Minister Mangala Samaraweera by Navy Commander Vice Admiral Daya Sandagiri yesterday. Sri Lanka Ports Authority Chairman Dileepa Wijesundera and Managing Director W. G. Samaratunga were also present on the occasion. On the advise of the Minister of Ports and Aviation Mangala Samaraweera, preparation and implementation of the Security plans were handed over to the Sri Lanka Navy. This was done in accordance with the International Ship and Port Security Code (ISPS Code) of International Maritime Organization. Commander of the Navy Admiral Daya Sandagiri yesterday handed over the Security Plans, Security Assessment and confirmation letter for ports in Sri Lanka i.e. Colombo, Galle, Trincomalee, Point Pedro and Kankasanturai. Minister Samaraweera assigned Security arrangement as per ISPS Code to the Sri Lanka Navy yesterday after receiving their confirmation that the Security arrangements are in place. The Merchant Shipping Division of the Ministry of Ports and Aviation will verify security plans and issue "Document of Compliance" to all ports. The Minister and the Commander of the Navy both thanked officials of the Ministry, Merchant Shipping Division and organizations under the Ministry who assisted the Navy to prepare all security plans. The Sri Lankan Govt after the Katunayake Airport attack appointed the Sri Lanka Navy as the competent Authority for all Sri Lankan ports under extraordinary gazette notification number 1195/6 dated 30th July 2001. Since then Sri Lanka Navy has increased security provided to all ports in Sri Lanka. All Ships registered in Sri Lanka must obtain an International Ship Security Certificates for Trading Internationally. This requirement too will come into force by 1st July 2004 in accordance with the ISPS code. Two ships owned by the Ceylon Shipping Corporation obtained required certificates in March 2004 and other privately owned vessels are in the process of obtaining their certificates. |
