New impetus for SMEs development in North Western Region by Charlie Herat The SME sector is the backbone of the market economy in the present concept of development. Greater attention is being focused on SME development by government agencies and donors. To make this operational, a new project has been started by the Government and the Asian Development Bank. The Business Support Service Facility (BSSF) has set up the Business Development Service network to improve the quality of services. The network comprises apex business development service providers, Industrial Services Bureau (ISB), Sarvodaya Economic Enterprise Development Services (SEEDS) and Sri Lanka Business Development Centre (SLBDC). The Business Development Centre (BDC) network supports capacity building for business development services of small and medium enterprise (SME) sector. The network consists of six business centres in five regional economic zones with offices in Jaffna, Trincomalee, Kurunegala, Kandy, Colombo and Matara. The functions of the BDC network will be:- Coordinate with other zonal based BDS facilitators (public, private and donors); Promote BDS demand led market development within its economic zone coverage area; Provide BDS referral services to BDS providers operating within the economic zone; Provide business related technical training and skills transfer to zonal BDS providers; Facilitate establishment of BDS information systems and networking between BDS facilitators, providers and SME stakeholders; Participate in the process of regional economic development planning as it relates to zonal opportunities for SME sector growth and expansion; Serve as tertiary organisational support structure to the work of the district level Information Promotion Centres (EPCs), Adopt into practice and train district level EPC staff methodology related to zonal enterprise development; Conduct pre-screening for BSSF Match Grant applications for BDS providers and SMEs and serve as a coordinating centre within the zone for BSSF initiated and BDS related interventions. The central object of the venture is to develop the building business services capacity to meet the demand of small and medium enterprises. The project will be launched in the North Western Region on July 1 with the opening of the new BDC building of the ISB. |
