Clarification of report on TamilNet website - 'World Bank Team holds workshop in Kilinochchi'

In response to a query by the Daily News as to the accuracy of the above news report, the World Bank clarified that Peter Harrold, Country Director, in his meeting with S.P. Tamilselvan, Head of the LTTE Political Wing endorsed the view that peace negotiations should be recommenced as soon as possible to enable a discussion on the ISGA proposal by both parties.

He referred to the Tokyo declaration which states that "assistance by the donor community will be closely linked to substantial and parallel progress in the peace process."

He encouraged both parties "to discuss as early as possible a provisional administrative structure to manage the reconstruction and development aspects of the transition process."

The World Bank team was in Kilinochchi to present the World Development Report 2004, "Making Services Work for the Poor People", to academics, NGO and Donor community participants from the North East.

It was hosted by the Planning and Development Secretariat of the LTTE. The same presentation was made in February this year to Economists in Colombo.
