Piyadasa The Ministry of Relief, Rehabilitation and Reconciliation focuses on the resettlement of internally displaced persons (IDPS) rehabilitation of the damaged social and economic infrastructure of the conflict affected districts of the North and East and promotion of ethnic reconciliation and social harmony among the communities of the country. To achieve these objectives the ministry has undertaken the task of preparation of programme framework for rehabilitation, reconstruction and development of the affected districts of the North which could identify program interventions that would lead to a quick social and economic recovery of these districts. The Jaffna plan released in July 2003 was the first of the series and the Vavuniya and Mannar plans to be released on December 8, are part of the ongoing activities undertaken by the ministry to identify suitable program for implementation. The ministry in collaboration with the MPs and Government Agents of the Mannar and Vavuniya districts and all the relevant stakeholders had identified the program framework that reflects the rehabilitation and development needs of the districts in the short and long term prospective. These two documents could serve as a valuable tool to mobilise necessary resources to implement, identified programs. The non-availability of acceptable program, project proposals are one of the main constraints faced by the policy makers in mobilising resources from the international community. The scale of destruction caused to the social and economic infrastructure and productive sectors of these two districts is of high magnitude and needs investment of high proportions. |
