Twenty-three retired bank officers receive cash awards held back for 18 years

Twenty-three retired officers of the National Savings Bank (NSB) were presented with cash awards which were held back from them since 1987, by the Arbitrator V. Vimalaraja, by an Extraordinary Gazette notification.

Former NSB employee D. H. Gamage and 22 other officers had referred the matter to Labour Commissioner in 1996 and subsequently filed under No A-2649 as a case of Arbitration.

S. Hewamanne and Ramya Geeganage Attorney's -At-Law who appeared on behalf of the 23 officers stated that under the Industrial Disputes Act the officers had been made to stagnate in a single post for several years thus depriving them promotions and monetary benefits.

Meanwhile, State Counsel N. Wigneswaran appearing on behalf of the Bank took up the position that in accordance with the scheme of promotions at the bank, the 23 officers had been placed in Grade IV after having reached the maximum in this Grade.

The Arbitrator V. Vimalaraja observed that the action taken by the bank to retire 23 officers on a lower salary point was not justiciable. He had also ordered the bank to prepare a comprehensive schedule specifying the amounts due to each officer and deposit same with the Assistant Commissioner of Labour within 30 days of publication of the Gazette notification.

The officers awarded benefits were D. H. Gamage, S. A. Jayaratne J. S. Athukorala, K. G. Karunaratne, M. K. S. Ranasinghe, K.G.D. George, N. P. Amerasena, L. Jayawardena, S. Pathirana, C. J. Silva, M. D. S. Weerasingha, G. Samarasinghe, H. D. Fernando, K. G. Sirisena, M. G. Mahindadasa, A. S. Karunaratne, H. P. D Gunawardena, J. T. Somasiri, K. R. Fernando, M. L. Nagoor, P. E. Navaratne and H. G. S. Premachandra.
