Eighteenth Amendment - a boon to all concerned

Mr. Deputy Chairman of Committees since the first Constitution was enacted in 1947 we had had no amendments till 1972. That is for 25 years. Then the need arose for a Republican Constitution which lasted for only six years and the second Republican Constitution came into effect in 1978. Since then - this is the Eighteenth Amendment - Seventeen amendments have been passed by this House.
