N-E needs human resources

CHIEF Secretary, North East Provincial Council S. Rangarajah
participating as the Chief Guest at the award ceremony of the
certificate course in human resources development held at the provincial
guest house, Trincomalee said the human resource need is felt very much
in the North East Province.
He said that NEP requires a new breed of managers with new attitudes
and skills to face the challenges of the NorthEast. The concepts we have
learned at the universities in the 20th century have now become
obsolete. Only this type of programmes provide opportunities to keep
abreast of what is happening in the management field.
Chief Secretary Rangarajah made an appeal to the participants to
encourage other managerial cadres to enrol for this type of short
courses and benefit on it.
He specially thanked the Sri Lanka Institute of Training and
Development for expanding their activities to the deep periphery
directly to benefit the officers working in the remote areas.
This course was conducted by the Management Development and Training
Department (NEP) in collaboration with Sri Lanka Institute of Training
and Development.
Secretary to the Governor North East Province S. Amirthalingam said
especially in democratic societies the platform for governance is set by
the interaction between government, the private sector and the civil
society on a partnership.
The government acts through its judicial administrative and political
instruments. Civil society acts through individuals, now governmental
organizations and community based organizations. The private sector acts
through large, medium and small enterprises. The ultimate test is the
quality of governance.
Amirthalingam said good governance is the level of efficiency and
effectiveness of the interaction among these parties in achieving a
common goal.
Quoting the success of Singapore he said by being rumble and
pragmatic Singapore has been able to spot dangers earlier than others
and to make good use of opportunities.
Effective governments free of corruption efficient, responsive and
fair will be able to offer its citizens continuous improvement in the
quality of their lives in a secure environment, he added. |
