Wayamba PC Budget presented
 

"Mahinda Chinthanaya is a guideline for the future development of the country. It is inscribed in everyone's heart," Wayamba Chief Minister Athula Wijesinghe said presenting the annual Budget of the Council.

According to the Budget 2006, the anticipated income of the Council was Rs. 12,872,033. Rs. 11,796,033 out of that were grants and the rest would be income anticipated to collect by the Council. Rs. 10,281,983 was appropriated as recurrent expenditure and Rs. 2,590.050 was capital expenditure. The Chief Minister in his Budget Speech stated that allocations had been made for the development of all the sectors coming under the purview of the Council in the budget.

Gamini Disanayaka (UNP) opening the Budget Debate thanked all those who contributed for the victory of Mahinda Rajapakse at the Presidential election. However the Mahinda Chinthanaya is not reflected in the Wayamba Budget. The grants for the restoration of rural roads should be given to the Pradesheeya Sabhas and not to contractors.

Provincial Minister of Co-operatives, Social Welfare, Probation & Childcare Piyasiri Ramanayaka said, this Budget will fulfil the aspirations of Wayamba people.

Since we all want to serve the people let us join hands discarding the differences to meet that end. S.A. Ranasinghe (JVP) said, the concepts introduced in this Budget are commendable. It had paved way for strengthening the national economy.

Provincial Minister of Health, Sports and Youths Affairs Neranjan Wicremasinghe said, the Budget had planned to perform a productive and quality service in the educational, health and infrastructural development in the Province.

Ananda Punnyakumara (UNP) said, we are also the representatives of the people in the Province, so I request the Chief Minister to give job opportunities to our supporters also. The reduction of fertilizer prices is a commendable step.

Anton Prabath Sithara (JVP) said, the legislations enacted for the control of fragmentation of coconut lands are enactive. Environmental and economic problems would arise due to the unceasing fragmentation of coconut lands in the Province. The environmental conservation is a major factor of development.

Provincial Minister of Agriculture, Lands and Irrigations R.D. Wimaladasa said, a proper policy and a clear vision is reflected in this Budget.

Gamini Somasiri Ekanayaka (UNP) said, "Rata Perata" of the Central Government was represented by "Wayamba Perata" in the PC. Mahinda Chinthanaya is represented by Athula Chinthanaya. Most of the proposals in 2005 Budget were not implemented. So, I doubt whether the proposals in this Budget would be implemented. However the budget is good if properly implemented.

K.M. Nimal Herath (JVP) said, Wayamba Environmental Authority should pay attention on the large-scale sand mining in Deduru Oya and Ma Oya.

Chief Opposition Whip Shamal Prasanna Senarath (UNP) said, the allocations for the implementation of the proposals of the Councillors should be increased at least to Rs. 15 lakhs as Rs. 10 lakhs is not at all sufficient.

Chief Minister said, this Budget is planned to achieve the targets of Wayamba Five Year Development Plan the copies of which were given to the Councillors.
