Remote sensing of the Earth's surface is an issue
that opens itself to State liability issues. The notion of using
devices such as satellites to survey the globe, although
incontrovertibly beneficial to the development of cartography,
meteorology, geography and oceanography - all of which affect air
navigation - would inevitably raise questions of State privacy.
