The Seetavakapura UC has adopted good financial management in its
development projects without allowing a single cent of its fund to go to
the pockets of any individual according to the colombo Municipal Council
Commissioner.
Development projects are being done by the employees of the work unit
of the council and not contractors. This system has helped the council
to build a clear financial policy, said Colombo Municipal Council
Commissioner Bhadrani Jayawardena at the concluding ceremony of the
Local Government Week held at the Avissawella town Hall.
She said the Local Government system has a long history. It was
introduced to Sri Lanka during the time of king Pandukabhaya. Several
changes has taken place since then.
She said peace, justice and cooperation are very necessary to develop
local bodies. The Ven. Mahopadya Werahera Ariyawansa Adhikarana
Sangahanayaka Thera said the Panca Seela or the five precepts is not
only for the Buddhist.
It is for all human beings who like to live happily and lead a good
life free from suffering.
"There is no other principle below than the Panca Seela to mould the
character of man kind.
Everyone of us must contribute to protect the unitary system of the
country and must not forget to observe Panca Seela before you start any
good activity.
The late President Ranasinghe Premadasa who loved the country and the
people started garment factories to provide employment to millions of
young boys and girls.
"This is one of the commendable services he performed," the Ven Thera
said.
Seethavaka UC Chairman Premalal Pinto said that they do not encourage
confrontational politics. Instead they work in unison with the
opposition for the benefit and welfare of the people.
"Our policy has helped us to develop the council and expand its
services. It is happy to state that we were able to develop the public
cemetary not second to any one in the island and also a modern
crematorium", he said.
Chairman Pinto thanked the members of the council and the officers
for the kind cooperation extended to him to make this ceremony a
success. UC opposition leader A.H. Abeysinghe also spoke. Violet Alwis,
Secretary delivered the welcome address and Vice Chairman Janaka Roshan
Pushpakumara proposed the vote of thanks.
