protection, Vice President Alvaro Garcia affirmed referring to the
2010-2015 Government, to be headed by re-elected President Evo Morales.

program of the ruling Movement towards Socialism (MAS).
Garcia sustained the industrialization of natural resources is key to
reach that strategy, as it will allow Bolivia be something more than an
oil-gas exporting country.
“We speak of a Bolivia based on its productive development and modern
technology with higher attention on small producers,” he stressed.
He also mentioned the prospects Evo himself explained to cabinet on
the construction and putting into orbit of the first communications
satellite within a couple of years.
The implementation of autonomies in the nine departments, Gran Chaco

next year, he explained.
The goals of the State of social protection aim at achieving greater
wellbeing for all Bolivians in such spheres as health and education, as
well as access to basic services like water and communications, a basic
