Cabinet Decisions

1. Declaration of Ma Oya Environmental Sensitive Reservation to resolve Environmental issues in Dankotuwa Area.

It has been proposed to name an adequate Environmental Sensitive Reservation in both sides in Ma Oya Catchment Area. Accordingly the Cabinet of Ministers approved the proposal presented by President Maithreepala Sirisena in his capacity as the Minister of Mahaweli Development and Environment to declare the proposed Ma Oya catchment area under Environmental Ordinance NO 12 of 1990 and National Environmental Act No.12 of 1990.

2. Implementation of phase 1 of the multi-phase programme, Mitigation of climate disadvantages

The Cabinet of Ministers approved the proposal presented by Finance Minister Mangala Samaraweera to hold loan negotiation discussions and enter in to a Financial Agreement with the International Bank for Development and Reconstruction in order to implement a climate and weather predicting and Flood Mitigation and project under USD 310 million Investments.

3. Improvement of Analog X-ray Systems into Digital X-ray Systems

The Cabinet of Ministers approved the proposal presented by Health, Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathne to obtain a detailed Project Proposal from M/s Agfa NV in Belgium and assess the proposal and to provide Financial Subsidy Proposal.

4. Land allocation for HIV care center

The Cabinet of Ministers approved the proposal presented by Health, Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathna to provide a 10 Perch land to Non-Government Organization, Positive Women’s Network to convey AIDS investigation servuce.

5. Revision of Medical Ordinance No. 26 of 1927

A committee of experts has submitted a paper of concepts to revise Medical Ordinance No. 26 of 1957. The Cabinet of Ministers approved the proposal presented by Health, Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathnato establish a Task Force and to present recommendations and to revise the Medical Ordinance through Legal Draftsman accordingly.

6. Insertion of an Implementation Partner for Dengue Prevention Programme

Monash University in Australia has agreed to provide AUD 1.2 million to the National Health Development Fund under the World Mosquito Programme and already provided AUD 120,000. The Cabinet of Ministers approved the proposal presented by Health, Nutrition and Indigenous Medicine Minister Dr.Rajitha Senarathna to get partnership of the Colombo University College Lanka as an implementation partner of the National Dengue Prevention Programme.

7. Upgrading living conditions of Estate Workers

The Cabinet of Ministers approved the proposal presented by Plantation Industries Minister Navin Dissanayake to implement an awareness programme with combination of the Ministry of Upcountry New Villages, Infrastructure and Community Development to upgrade the living conditions of estate workers.

8. Enhancing infrastructure facilities of Estate Schools

The Cabinet of Ministers approved the proposal presented by Hon. AkilaWirajKariyawasam, Minister of Education to enter into a Memorandum of Understanding with Government of India to develop estate schools under a Rs.300 million donation of Indian Government.

9. Construction of Lakgala Ilukkumbura Road

The Cabinet of Ministers approved the proposal presented by President Maithripala Sirisena in his capacity of Minister of Mahaweli Development and Environment to award the contract to construct 5.48km of Lakgala Ilukkumbura road to Sri Ram Constructions for Rs.457 million.

10.Procurement of a Computer System for the Central Bank of Sri Lanka for Foreign Reserves Management

The Cabinet of Ministers approved the proposal presented by Finance Minister Mangala Samaraweera to commence a procurement to purchase new foreign reserves Management System instead of the present system which expires in 2021.

11.Purchase of Full Cream Milk Powder for the production of “Threeposha”

The Cabinet of Ministers approved the proposal presented by Health, Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathne to purchase 600 million tons of full cream milk powder from Milko Pvt. Ltd upon the recommendation of cabinet appointed procurement Committee.

12.Construction of additional entrance and exit lanes for vehicles on the Colombo- Katunayake Highway’s Ja-Ela Interchange

The Cabinet of Ministers approved the proposal presented by Minister of Highways, Road Development and Petroleum Resources Development to award this contract to R.R. Constructions Pvt. Ltd for Rs. 285.4 million.

13.Purchase of Railway Cross Road Security Systems

The Cabinet of Ministers approved the proposal presented by Transport and Civil Aviation Minister Arjuna Ranatunga to award above contract to M/s Kernex Micro Systems (India) Pvt. Ltd fro USD 8.18 million.

14.State Level Agreement with Denmark on Income Tax

The Cabinet of Ministers approved the proposal presented by Finance Minister Mangala Samaraweera to sign a state level agreement to evade double taxation and escaping from payments.

15.Revisions to Penal Code and Criminal Procedure Code against hate statements

The Cabinet of Ministers approved the proposal presented by Public Administration, Disaster Management and Rural Economic Affairs Minister Ranjith Maddumabandara in his capacity as the Acting Minister of Justice and Prison Reforms to make amendments to Penal Code and Criminal Procedure Codeenabling to impose a fine or imprisonment to such guilty.

16.Reconstruction of Churches and payment of compensation to people affected by recent terrorist attacks

The Cabinet of Ministers approved the proposal presented by Prime Minister Ranil Wickremesinghe, Minister of National Policies, Economic Affairs, Resettlement and Rehabilitation, Northern Province Development and Youth Affairs to build a fund using Rs.500 million state and private donations to provide more relief to distressed persons by this attack and appoint a committee comprised of the officers in respective institutions.
