Finance Commission Recommendation for 2021

The President should be furnished with recommendations on the policies to be followed in distributing funds by the annual budget to the Provincial Councils by the Finance Commission established as per the Statute 154 R of the Constitution. The Commission, therefore, has submitted the recommendations for the financial year 2021 to the President. The Cabinet granted approval for the resolution by the President to implement those recommendations by the Finance Commission and to table the recommendations to Parliament as per the Statute 154 R (7) of the Constitution.

Submitting regulations issued under Import and Export (Control) Act No. 1 of 1969

The Extraordinary Gazette Notification Nos. 2206/5 and 2207/15 on the December 14, 2020 and December 24, 2020 have been published including the regulations published under the Import and Export (Control) Act No. 1 of 1969 for releasing the import limitations of the regulation of import of local handloom and Batik fabrics, the regulation of the import of fisheries vessels, passenger boats and boats and the import of selected goods not locally manufactured for local industry requirements. The Cabinet approved the resolution by the Prime Minister as the Finance Minister for presenting to Parliament for the approval of the regulations.

Accelerating investments

Recently several international investors showed their enthusiasm for investing in Sri Lanka. However, the Board of Investment (BOI) has to make an attempt to implement the project through the investment authorities in Sri Lanka. The Government has well understood the accelerated requirement of establishment of a more formal methodology for encouraging such investments. Therefore, the Cabinet approved the proposal by the Prime Minister as the Finance Minister to appoint an ‘Investment Management Committee’ with the chairing of the Secretary to the Treasury and the participation of members comprised of the Secretaries to the Ministries and the Chairperson of the Investment Board and to entrust that committee to take necessary measures for granting approval for investing.

Wild Elephant Management Reserve in Hambantota

The habitats and corridors of wild elephants and other wildlife are being severely affected in the accelerated development projects in the Hambantota District. Therefore, the human-elephant conflict in the District is developing and the Department of Wildlife Conservation has taken the initial steps to declare an Elephant Management Reserve for the elephants and other wildlife subsequent to researches. A land of 23,746.55 hectares of the Forest Conservation Department and the Mahaweli Authority has been identified for the proposed reserve. The Gazette Notifications containing the guidelines and regulations for the purpose. The Cabinet granted their consent for the combined resolution by the Irrigation Minister and the Wildlife and Forest Conservation Minister to publish the gazette subsequent to obtaining the agreement of the Legal Draftsman to publish the gazette notification.

Transferring Industries Ministry Office to Urban Development Authority and setting up Ministry in a new office The Industries Ministry is on a land of 1.7 acre, which has been estimated having a higher economic and commercial value. The value of the land is approximately Rs. 2.32 billion according to the estimation of the Government Valuer. The Cabinet approved the proposal by the Industries Minister to transfer the land to the Urban Development Authority so that the land can be utilised for an economically more productive purpose, and obtain a building with 50,000 square feet with other facilities including furniture and a space to park around 75 vehicles.

Expanding Kalutara Industrial Zone

The Kalutara Industrial Zone is on a 50-acre land called “Fullerton Estate” in the Kalutara Divisional Secretariat Division. Thirty three investors have commenced industries now. They have invested approximately Rs. 837 million and have generated around 775 jobs.

Although local and foreign investors have come forward to start industries in the Western Province, there are no more vacant lands in all eight industrial zones of the Province. Therefore, the Cabinet granted approval to the proposal by the Industries Ministry to allocate the crown land of 1.946 hectares adjoining the Kalutara Industrial Zone to expand the Zone and to distribute lands among the industrialists under the Regional Industrial Zones Development Programme after furnishing the infrastructure facilities.

Disposal of confiscated timber, sand

The Cabinet granted approval to provide sand and timber that have been confiscated by courts at concessionary rates to construct and renovate shrines. The approval in this regard expired on December 31, 2020. The Cabinet, therefore, approved the proposal by the Justice Minister to revise and further implement the methodology under the programme

National Action Plan 2021-2025 to Monitor and Combat Human Trafficking

Taking into account the experience gained in the implementation of the National action plan 2015-2019 to monitor and combat human trafficking and the views expressed by the relevant parties, a National Action Plan to monitor and combat human trafficking is designed to be implemented during 2021-2025. The Cabinet approved the proposal by Justice Minister to implement the National Action Plan to Monitor and Combat Human Trafficking 2021-2025

COVID-19 Vaccination Programme

The Health Ministry plans to vaccinate 14 million people against the COVID-19 pandemic. Therefore, the Cabinet approved the proposals by the Acting Health Minister, which include: To sign the Standardized Indemnification Agreement submitted by the COYAX mechanism to expedite the vaccination under the COYAX facility.

• To purchase 10 million Oxford Astra Zeneca vaccines for $ 52.5 million as a direct procurement from the Serum Institute Private Limited, India.

• To enter in to an agreement between AstraZnera Institute in Britain and the Sri Lanka State Pharmaceutical Corporation to purchase 3.5 million of COVID-19 vaccine from the Institute.

Eco-Friendly organic fertiliser distribution project during Yala Season 2021 for paddy cultivation

A Pilot Project has been implemented to provide organic fertiliser and liquid organic fertiliser for the farmers of the selected districts to promote eco-friendly organic fertiliser during the Yala Season 2020 and the Maha Season 2020/21. At least four seasons should be cultivated according to the method to ascertain the efficiency of the Pilot Project.

The Cabinet, therefore, approved the proposal by the Agriculture Minister to implement the Pilot Project in the Yala Season 2021 to appoint a Negotiation Committee to purchase organic fertiliser and liquid organic fertiliser from licensed fertiliser manufacturers upon the recommendations of the Advisory Committee on Fertiliser and to provide fertiliser for the selected farmers of the districts upon the recommendations of the committee. 2,000 Three Wheelers for Police The Cabinet approved the proposal by the Public Security Minister topurchase 2,000 Three Wheelers for the Police because it has no adequate number of vehicles to perform its duties.

Statement of Intent to co-operate the COMSATS University, Pakistan and Institute of Technical Technology (ITT)

It has been proposed to sign a Statement of Intent to co-operate on Education and Research works between the COMSATS University, Pakistan and the Institute of Technical Technology (ITT). Therefore, the proposal by the President as the Technology Minister to sign the Statement of Intent was approved by the Cabinet.

MoU for research studies

It has been proposed to sign a Memorandum of Understanding (MoU) on Academics and Research works between the International Centre for Chemistry and the Bio Science of the University of Karachchi, Pakistan and the Institute of Technical Technology (lIT). Therefore, the proposal by the President as the Technology Minister to sign the MoU was approved by the Cabinet.

MoU on Co-operation between BoI and Pakistani BoI

It has been proposed to enter into an MoU on Co-Operation between the BoI and the Board of Investments of Pakistan to promote investment Co-Operation. As per the proposal by the Prime Minister as the Finance Minister to enter into the MoU on Co-operation was approved by the Cabinet.

Implementing Budget Proposals; Amending Tax Laws

All parties of the economy have been introduced a simple, transparent and efficient Tax System by the Budget Proposals of 2021. The proposal by the Prime Minister as the Finance Minister to draft a Bill to implement the proposal and take mesearus was approved by the Cabinet. Maha Season 2020/21

Rice Purchasing Programme

The Cabinet reviewed the progress of the Rice Purchasing Programme of the Maha Season 2020/2 I.

The Cabinet granted approval to purchase rice competitively with the private sector to receive a highest price for the farmers under the programme.

The Cabinet also decided to maintain the price of Nadu kilo at Rs. 98 per in the future without any change, even though paddy was bought at a higher price.
